NSA Payroll Reduced from GH¢1.6bn to GH¢700m After Reforms

The National Service Authority (NSA) has reduced its annual payroll from approximately GH¢1.6 billion to GH¢700 million following the implementation of stricter verification measures.

 

Deputy Director-General, Moses Dok Nach Kpeungu, explained that the Authority has strengthened its payment systems to ensure that only properly verified personnel receive allowances.

According to him, the reforms are aimed at eliminating irregular payments—particularly those linked to ghost names—through more rigorous checks before disbursements are approved.

He stressed that the significant savings were not the result of a reduction in the number of personnel deployed nationwide, but rather due to tighter controls in processing monthly allowances.

Under the revised system, every national service personnel must undergo a monthly evaluation endorsed by a supervisor at their place of posting before payments are authorised.

Lt. Col. Kpeungu described the measures as part of the NSA’s renewed commitment to fiscal discipline and efficient use of public funds.

“Previously, the payroll stood between GH¢1.5 billion and GH¢1.6 billion annually. As of last year, we paid just about GH¢700 million,” he told Joy FM in an interview.

The development comes amid ongoing legal proceedings involving former NSA Director-General Osei Assibey Antwi and his deputy Gifty Oware-Mensah over allegations of ghost names on the Authority’s payroll.

Prosecutors allege that the scheme involved 9,934 non-existent service personnel, potentially costing the state more than GH¢38 million.

Meanwhile, Lt. Col. Kpeungu disclosed that the Authority has cleared most arrears owed to personnel, with only March payments outstanding, adding that steps are underway to settle the remaining balance.
