Aptitude Tests for Security Services Recruitment Not Managed by AI—Muntaka Mohammed-Mubarak Clarifies

The Minister for the Interior, Muntaka Mohammed-Mubarak, has dismissed claims that aptitude tests used in recruiting personnel into Ghana’s security services are managed by artificial intelligence (AI).

According to the minister, the Interior Ministry has partnered with the Ghanaian technology company Trybnet Technologies to digitalize human resource management systems across the Ghana Police Service, Ghana Prisons Service, Ghana Immigration Service, and Ghana National Fire Service. The initiative, he explained, is aimed at modernizing operations and improving oversight within the security sector.

Mr. Mubarak revealed that several companies initially presented proposals to provide the digital solution. However, Trybnet Technologies was selected after a thorough evaluation process.

“The interesting thing is that, frankly speaking, we wanted a solution. About four companies came to do presentations, and we saw the answer in Trybnet,” he said.

He further explained that the ministry followed due procurement procedures by informing the Public Procurement Authority (PPA) after shortlisting three companies for the process.

“We didn’t just stop there. We wrote to the PPA and said we had shortlisted three companies to go through the process, and they granted approval. Then all the agencies—prisons, police, immigration, and fire—individually signed with Trybnet. Believe me, so far they’ve done so well,” he added.

The clarification was made during an interview on the Hot Issues on TV3 Ghana on Sunday, March 15, 2026.

Despite the introduction of digital systems, the minister emphasized that human supervision remains central to the recruitment process.

“It is not true that the aptitude test is AI-managed,” he stressed.

Mr. Mubarak explained that each security service maintains full responsibility for its recruitment procedures through its human resource units. The examination questions are submitted by the various services into a central pool, from which questions are randomly selected for candidates during the test.

“When a candidate takes the test, the questions are selected randomly,” he noted.

The Interior Minister also praised Trybnet Technologies for its innovation, describing it as a Ghanaian company driven by young tech talents.

“You won’t believe it: currently, we don’t have a digital system to manage inmates in prisons, and HR for most security services is still manual. There is a lot they can do,” he said, describing the partnership as a major step toward modernizing Ghana’s security sector.
